    • Plan formation is the process of finding a plan that transforms the current state of the world into a state in which some set of goals are true. In the simplest case plan formation can be cast as a graph-search process, in which the nodes of the graph represent actions or states of the world, and legal connections between nodes are determined by the relations between states and actions specific in the set of operators (see chapter 7 of Nilson 1980).
